Abstract

This article presents a comprehensive and multifaceted assessment of Western Kazakhstan's investment potential amidst the global transformation of energy markets and the transition to a sustainable development model. The author examines in detail the fundamental institutional and economic barriers to green investment, emphasizing the high capital intensity of technological solutions and the dominant influence of the traditional oil and gas sector on the regional economy.

Based on current statistical data for the 2025–2026 period, the study analyzes the dynamics and effectiveness of implementing renewable energy facilities in the Aktobe, Atyrau, Mangystau, and West Kazakhstan regions. The identified trends and empirical research findings confirm the macro-region's status as a strategic innovative hub for large-scale environmental initiatives. Particular attention is paid to promising projects for green hydrogen production and the technological decarbonization of heavy industry.

In conclusion, a well-founded argument is made regarding the critical need for systemic synchronization of state industrial policy with international ESG principles. The author emphasizes that the integration of environmental, social, and governance factors is an indispensable condition for ensuring the region's long-term competitiveness and achieving the Republic of Kazakhstan's national goal of carbon neutrality by 2060.
