The article examines current trends and challenges in the development of international legal regulation in the field of information security in the context of digital transformation and the emergence of a multipolar information space. An analysis is conducted of existing universal and regional legal instruments governing information protection, combating cybercrime, and ensuring human rights in the digital environment. Key issues are identified, including the fragmentation of legal regulation, the lack of unified approaches to the classification of cyberattacks, and the insufficient effectiveness of international cooperation mechanisms. The necessity of developing a universal international legal instrument capable of ensuring comprehensive regulation of information security issues, taking into account modern technological and geopolitical realities, is substantiated. The study concludes that there is a need to consolidate the efforts of states and develop coordinated approaches to forming a sustainable system for protecting the global information space.
