Abstract

The article examines the features of administrative and legal regulation of social protection of the population in the Republic of Kazakhstan. It analyzes the current regulatory and legal framework governing relations in the field of social support for citizens, as well as the institutional system of public authorities involved in the implementation of social policy. Special attention is paid to the role of administrative procedures and public administration mechanisms in ensuring the effective functioning of the social protection system. The main forms of social support for the population are considered, including social security, social assistance, and social services.

The study identifies problems of legal regulation in the social sphere related to the implementation of state social programs, the accessibility of social services, and the effectiveness of administrative procedures. Based on the analysis, directions for improving the system of administrative and legal regulation of social protection of the population are proposed, including the development of digitalization of public services, increasing the targeting of social assistance, and improving legal mechanisms of public administration. Particular attention is paid to the impact of globalization processes on the development of social policy and the need to adapt national legislation to current socio-economic conditions. It is concluded that further development of the regulatory framework of social policy and enhancement of the efficiency of public authorities in this field are necessary.
